Alison Hickey-Tshangana, Trustee
Currently working as an independent consultant in the areas of urbanisation and human settlement policy research and development, Alison has served on the Board of CEGAA since its founding. She has senior management experience at provincial level in both the housing sector and Treasury. As Director: Policy, Research and Information Management at the Western Cape Department of Local Government and Housing (2008-2009), she was responsible for developing Western Cape housing policy.
Her areas of interest include human settlement policies and programmes, inter-governmental finance, and public expenditure analysis of HIV/AIDS. Prior to 2008, Alison spent two years heading the budget office at the Western Cape Provincial Treasury. During her four years at IDASA, Alison spearheaded the AIDS Budget Unit, which undertook research and capacity-building activities on budgeting for government's response to HIV/AIDS.
Alison obtained a Master's Degree in Public Policy from the Kennedy School of Government at Harvard University in 2000, having earned her Bachelor's degree in Political Science (cum laude) and Religious Studies from Brown University in Rhode Island, USA, in 1994.
Clinton Langenhoven, Financial and Human Resources Manager
Clinton is an accountant by profession and responsible for all CEGAA's Finance and Human Resources activities. Prior to joining CEGAA, he served for five years as Financial Manager of Disabled People South Africa. In 2010, he successfully completed his BCompt. Honours degree, majoring in Financial Accounting, Auditing and Taxation.
As a keen sportsman, he avidly competes in the annual Argus Cycle Tour and plans to undertake a course in Sports Management.
Jacky Viglino, Project Office Manager
Jacky has extensive experience in office and administrative management of non-profit programmes, gleaned at organisations such as Impumelelo, IDASA (AIDS Budget Unit) and the International Center for Transitional Justice (ICTJ).
She joined CEGAA in 2010 and is responsible for our overall office and project management functions. She holds a postgraduate degree, a Project Management Certificate, and a Small Business Management qualification. Jacky is also one of the founding members of the organisation and has served on the Board since its inception in 2006.
Joshua M. Karume, Researcher
Joshua is a development practitioner from the DRC who joined CEGAA in September 2010 as the Field Supervisor and Data Collector for our NASA project. He was a researcher at the Development Research and Advocacy Project in Durban and an academic mentor and tutor at the University of KwaZulu-Natal (UKZN). He has served as a peace activist and facilitator, and conducted research in Gender Studies and Peace Studies.
Joshua holds a Master of Commerce degree in Peace Studies (UKZN), an Honours degree in Peace Studies and Conflict Resolution (UKZN), a Bachelor's degree in Rural Development (ISDR-Bukavu) and a Diploma in Theology (Life Centre International College, Durban).
Judith King, Communications and Advocacy Manager
Judith joined CEGAA in May 2011 with 25 years' experience in professional communications and information management across corporate, community, NGO and educational environments, and has specialised in HIV and AIDS, gender rights, business ethics and Corporate Social Responsibility. Her outputs have covered academic and mainstream writing, including several journal articles and a book chapter; editing and proofing; research, commentary and advocacy; qualitative programme monitoring and evaluation; media monitoring, analysis and liaison; proposal writing and rapportage; lecturing, training and counselling, illustration, photography and design.
Judith has a BA in English and Psychology and a BA (Honours) in English Literature from the University of Cape Town, an MA in Comparative and Applied Ethics, and an MA in English Studies (Creative Writing) cum laude, both from the University of KwaZulu-Natal. She has authored her first novel as well as a story for vulnerable children as a guide for social service acquisition, and plans to complete a PhD in Life-Writing for public health.
Kwazi Mbatha, Junior Research Trainer
Kwazi joined CEGAA in October 2009 as a Junior Researcher/Trainer for the BMET Project in the Eastern Cape and KwaZulu-Natal. He is responsible for stakeholder and research co-ordination, training and support co-ordination, and research dissemination. Prior to joining CEGAA, he worked for the South African Medical Research Council's HIV Prevention Research Unit as a Counsellor/Research Assistant. He also spent several years at the Department of Health as an HIV/AIDS Counsellor, where he was responsible for HIV/AIDS testing and prevention, treatment literacy and occupational health for employees.
Kwazi holds a National Diploma in Public Management from Durban University of Technology (DUT) and has completed his B Tech in Public Management at DUT in 2011.
Lindy Van Ster, Administrative Assistant
After obtaining her Diploma in Marketing Management, Lindy joined Sanlam Life, working first in Sales Marketing, then in Mail Order Marketing while she completed her Bachelors Degree in Marketing Management, and later in the Banking section, which furthered her interest in Banking Economics. From there she joined Foschini's Planning division for apparel and jewellery.
She has successfully managed a small business in design, manufacturing and importing of bridal wear whilst reading for her Honours degree in Commerce. After spending 18 months taking care of her baby son, Lindy joined the CEGAA team in Cape Town as Administrative Assistant, and plans to complete her Master's degree in Small Business Development in 2012/2013.
Lloyd Lotz, Trustee
Lloyd Lotz is a lecturer in Law at the University of KwaZulu-Natal, Durban, teaching Street Law, Delict and Introduction to Law. He has co-authored several books, and presented papers at several local and international conferences. He runs workshops for professionals on aspects of medical law, crimes against women and children, and HIV/AIDS and the law.
He has consulted for the Socio-Economic Rights Project at the Community Law Centre of the University of the Western Cape, SAHRIT (Zimbabwe), and UNICEF, and worked with the Department of Law at the University of Dhaka in Bangladesh on law and social justice. Lloyd is a director of Street Law South Africa, a human rights education organisation based at the University of KwaZulu-Natal.
Theophile M. Mukambilwa, Researcher
Theo is a researcher for CEGAA's NASA project. Prior to joining us, he was a teacher and deputy-principal for eight years at a secondary school in his country of origin, the DRC. He holds a Bachelor's degree in Art, an Honours degree in Peace Studies and Conflict Resolution from the University of KwaZulu-Natal, and is studying for his Master's degree in Conflict Resolution and Peace Studies.
Theo is a trained facilitator for the Healing of Memories Institute and an HIV/AIDS counsellor. He is also an advisor on refugee issues and offers interpretation services.
Nhlanhla Ndlovu, Senior Programme Manager
Nhlanhla is a programme manager responsible for CEGAA's Parliamentary and Civil Society Programmes. He joined in October 2008 after serving as a Provincial Manager of the KZN Child Services programme for ARK (Absolute Return for Kids), where he promoted access to social security as an intervention in mitigating the social impact of AIDS. He spent four years working for IDASA's AIDS Budget Unit, where he monitored resource allocation and utilisation of HIV/AIDS funds in South Africa. His HIV/AIDS experience includes numerous research positions, such as work on Informed Consent procedures in HIV vaccine development research, and monitoring and evaluation of community and government responses to HIV and AIDS.
Nhlanhla has a Master of Philosophy degree in Public Policy from the University of Cape Town, an Honours degree in Commerce from UKZN, and a Bachelor's degree in Social Sciences, also from UKZN. He has lectured on Business Administration and Industrial Psychology, serves as Treasurer of the Board of Directors for the AIDS Law Project (ALP), and is a Member of a newly formed Technical Board for The Twelve Apostles Church in Christ Bursary Fund (TACCBF).
Plaxcedes Chiwire, NASA Researcher
Plaxcedes is a development economist and researcher for CEGAA's NASA project. She holds a Master of Science in Developmental and Environmental Economics (University of Oslo, Norway) and an Honours degree in Economics (University of Zimbabwe). She has provided research for several NGOs in South Africa, Zimbabwe and USA, namely the Institute for Security Studies (ISS), Development Action Group (DAG), Australian Aid, University of Maryland and International Organisation for Migration (IOM).
Before joining CEGAA, Plaxcedes worked on several research projects for South Africa's Department of Trade and Industry (DTI) towards improving South Africa's investment in the SADC region. Her interests lie in research, as well as monitoring and evaluation of the core components in poverty reduction with particular focus on the Millennium Development Goals.
Rose Wanjiru, Project Co-ordinator (Civil Society)
Rose has extensive experience in development and policy advocacy, and ran the CEGAA Participatory Budget Monitoring and Expenditure Tracking project covering Mozambique, Zimbabwe and Zambia.
Rosette K. Khiga, Senior Researcher
Rosette is a health economist, responsible for overseeing CEGAA's research activities. Since joining CEGAA in March 2010, she has undertaken research in South Africa's National AIDS Spending Assessment. She has also provided capacity-building in budget monitoring and expenditure tracking to civil society organisations in Zimbabwe, as well as costing training for the Child Health Unit at the University of Cape Town.
Prior to joining CEGAA, Rosette worked with Uganda's Medical Research Council as a project leader for five years, co-ordinating two projects, one evaluating cost-effectiveness analysis of two ART delivery strategies in a semi-urban setting, and the other evaluating the impact of HIV/AIDS on households in the Ugandan rural setting.
Sashlin Girraj, Communications and Advocacy Co-ordinator
Sashlin joined CEGAA in January 2012 to fulfill the role of webmaster and to support the Communications and Advocacy portfolio. He has three years' experience working with NGOs in the HIV/AIDS arena: at HIV-911, where he oversaw call centre operations and quality assurance, and then as webmaster and co-ordinator of internal communications at Zoe-Life.
Sashlin has a B.Comm. degree in Marketing and Management from the University of KwaZulu-Natal, and is currently pursuing his Honours degree in Marketing Management at the University of South Africa.
Silindile Shezi, Researcher
Silindile Shezi has immense passion for social and rural development, with a particular interest in systems and policies aimed at enhancing the general welfare of poor communities. At CEGAA, he focuses on capacity-building and HIV/AIDS expenditure tracking surveillance, which is a critical activity aimed at enabling South Africa to monitor its spending according to its National Strategic Plan for HIV/AIDS (NSP).
Silindile has previously worked as a Senior Agricultural Economist for the Western Cape Department of Agriculture. He was responsible for market research on value-adding with specific emphasis on the new agricultural industries, and also in evaluating the effect of international, national and provincial marketing trends and policies in agriculture.
He holds a Master's degree in Commerce specialising in International Economics and Managerial Finance. He has also worked as an academic and lecturer in Economics, Managerial Economics and Marketing Finance.
Dr Susan Cleary, Trustee
Dr Susan Cleary is the Director of the renowned Health Economics Unit (HEU) at the University of Cape Town. She holds a Bachelor of Arts degree in Economics and English, a Master's in Economics and a PhD in Health Economics from the University of Cape Town entitled Equity and Efficiency in Health and Health Care for HIV-positive Adults in South Africa. She has been working at the HEU since 2001.
Teresa Guthrie, Trustee and Founding Director
Teresa Guthrie is a health economist and is CEGAA's founding Director. Through CEGAA, she has provided capacity-building and undertaken research for several African countries' National AIDS Councils, Ministries of Health, parliamentarians and civil society organisations, towards improving financial management for health, HIV/AIDS and TB, including costing, budgeting and National AIDS Spending Assessments (NASAs). Prior to her work for CEGAA, she co-ordinated multi-country projects involving the monitoring of public budgets for health and HIV/AIDS for IDASA's AIDS Budget Unit.
Before her entry into HIV/AIDS financing issues, which has spanned seven years, Teresa was engaged in the public health sector for over 13 years. She was involved in various health and development projects in Zimbabwe, Ethiopia and South Africa, focusing on policy development for children and people with disabilities. She has a particular interest in the broader macro-economic issues and dynamics of development aid which influence the ability of African countries to respond effectively to HIV/AIDS, as well as in strengthening public health systems and decentralisation structures.
Trish Toop, Administrator (2006 to 2010) - in loving memory
Trish was the administrative backbone for CEGAA. Her unwavering willingness to assist and solve problems will always remain part of our ethos, and we will never forget her loving smile.
Wilondja Rashidi Williams, Researcher
Originally from the DRC, Wilondja has lived in South Africa as a permanent resident since 2001. He holds a BComm Honours degree in International Relations (1994, University of Lubumbashi, DRC), and a BComm Honours degree in Conflict Resolution and Peace Studies (2008, UKZN). From 2002 to 2007, he was Accountant/Bookkeeper at the Refugee Pastoral Care Centre of the Catholic Archdiocese of Durban. Since 2004, he has been an Executive Committee Member of the KwaZulu-Natal Refugee Council (KZNRC), co-ordinating HIV/AIDS and Social Affairs. He is a trained facilitator, working on call with the KwaZulu-Natal Manager and Southern Africa HIV/AIDS Programme Co-ordinator at the Institute for Healing of Memories.
Wilojonda has worked as Assistant Researcher at the Department of Conflict Resolution and Peace Studies at the University of KwaZulu-Natal, and on several occasions during 2009 and 2010 as Administrator at the UKZN School of Economics and Finance. Since 2006, he has been a member of the KwaZulu-Natal Provincial Council on AIDS, with wide experience in advocacy and networking for and around HIV and AIDS, STIs and TB in South Africa, particularly among refugees and migrant community in the province.
